Kremlin shows no desire to resume grain deal – ISW

The Institute for the Study of War's daily report says the Kremlin is unwilling to resume the Black Sea Grain Initiative unless the West makes significant concessions.

Details: The institute mentioned that the Kremlin issued a joint statement on 4 August, officially titled the African Peace Initiative. The report was preceded by a meeting between Russian President Vladimir Putin and African leaders on 28 July.

The document says the African leaders called for action to remove obstacles to the export of Russian grain and fertilisers, as well as to release and deliver 200,000 tonnes of Russian fertilisers stuck in European ports to African countries.

Quote: "These calls suggest that the African leaders support Russia’s conditions for revitalizing the Black Sea Grain Initiative," said the Institute's analysts.

Details: Antony Blinken, US Secretary of State, said on 4 August that the US would continue to do "whatever is necessary" to ensure that Russia freely exports food to the world market, assuming it is ready to revive the grain deal and allow Ukraine to safely ship grain through the Black Sea. In response to Blinken's remarks, Kremlin spokesman Dmitry Peskov said that once the United States fulfils Russia's conditions, "the deal will immediately be resumed".

"These statements give no clear indication that Russia intends to rejoin the Black Sea Grain Initiative and seeks to coerce the West to end limitations on its own exports," the ISW said.
