Ukraine's Cabinet of Ministers has allocated US$524 million for fortifications since start of 2024

Since the beginning of the year, UAH 20 billion (about US$524 million) has been allocated from the state budget's reserve fund for the construction of fortifications. Other sources of funding have contributed an additional UAH 10.7 billion (US$280.5 million).

Details: The Ministry of Defence and the State Transport Special Service received nearly UAH 3 billion (US$78.6 million) of the total from the reserve fund. Over UAH 16 billion (US$419.4 million) was also allocated to regional administrations.

  • Kharkiv Oblast received UAH 3.9 billion (approx. US$102.2 million).
  • Zaporizhzhia Oblast: UAH 1.3 billion (approx. US$34 million).
  • Donetsk Oblast: UAH 1.2 billion (approx. US$31.4 million).
  • Kherson Oblast: over UAH 1.2 billion.

Shmyhal added that funding for fortifications has come from the state budget reserve fund, local budgets, military personal income tax, and charity donations in a special National Bank of Ukraine account.

Background: 

On 28 November 2023, Zelenskyy discussed a significant increase in regional fortifications at the Supreme Commander-in-Chief's Headquarters.

In December of last year, the Cabinet of Ministers allocated over UAH 788 million (US$20.6 million) for territorial fortifications and mine clearance.
