Adviser to the head of the President's Office Mykhailo Podoliak stressed that a referendum in Ukraine on the security agreement is possible only when Russian troops leave our country and return at least to the position where they were on February 23.

Podoliak's quote: "As for the referendum with a security treaty, for sure, - so that it is properly enshrined in international law - the procedure will be as follows: a referendum in Ukraine, followed by ratification of guarantor countries and ratification by the Ukrainian Verkhovna Rada.

Of course, the referendum will not take place today, because currently implemented martial law, we are in a state of war. "

Details: Podoliak stressed that the referendum procedure in Ukraine is clear and balanced, so Ukraine will enter the referendum procedure only after Russian troops leave our territory and withdraw from the borders at least to the positions they held on February 23.

The adviser to the head of the Office of President reminded that this is necessary, as the Vienna Convention clearly states that any signed agreement will not be considered valid if the occupying forces are in the country.

"Therefore, we will lift martial law and the referendum will start working only when Russian troops are not on our territory," Podoliak concluded.
