Andrii Yermak, the head of the President's Office assured that there are no people in the governing team who would allow the "Minsk-3" option.

The negotiations [with Russia] are possible only if the conditions are right… This is not about convincing someone (Putin - ed.) of something.

Yes, it's about recording the current situation as it will be at that moment. And it will be absolutely clear for us. We didn’t start this war, but it is our tragedy; we have lost people; our cities have been destroyed. Therefore, there will definitely be no compromises on our part."

Details: Yermak is convinced that any mediators cannot play a key role, so such things will be resolved through direct negotiations at the highest level.

For reference: The Minsk agreements are an established general term of joint documents of the parties - participants of solving the situation in Donbas in the Normandy format.

Background: 

  • On 21 February, at a meeting of the Russian Security Council, Vladimir Kolokoltsev, the Russian Minister of Interior Affairs, proposed recognizing the so-called "LDPR" [self-proclaimed Luhansk and Donetsk People’s Republics] within the administrative borders of Donetsk and Luhansk regions of Ukraine before their partial Russian occupation: "From Mariupol to those historical borders."
  • Russian President Vladimir Putin signed decrees recognizing the [self-proclaimed] Luhansk and Donetsk People’s Republics and signed "friendship and cooperation" agreements with separatist leaders Denis Pushylin (Kremlin-appointed leader of the self-proclaimed Donetsk People’s Republic) and Leonid Pasechnyk (Kremlin-appointed leader of the self-proclaimed Luhansk People’s Republic). These "agreements" imply that their parties "affirm and respect each other's territorial integrity and inviolability of existing borders."

By decrees recognizing the occupied territories of Donetsk and Luhansk oblasts, Putin ordered that Russian troops should be sent to the east of Ukraine allegedly "to maintain peace."
