Military tell Zelenskyy strike on house in Dnipro involved use of Russian Kh-22 missile

The tragedy in Dnipro where 45 victims were killed was caused by a Kh-22 supersonic cruise missile, which is at the disposal of the 52nd Long-Range Bomber Aviation Regiment of the Russian Federation.

Source: After the search and rescue operation was over in the city of Dnipro, President Volodymyr Zelenskyy heard reports on a nine-storey building destroyed by a Russian missile.

Kyrylo Tymoshenko, Deputy Chairman of the President’s Office; Denys Monastyrsky, Minister of Internal Affairs; Andriy Kostin, Prosecutor General, and Serhiy Kruk, Head of the State Emergency Service of Ukraine, reported to the head of state. 

Monastyrsky said that as of 13:30 Tuesday, the operation to dismantle the debris has been completed, and the search and rescue operation was over. 45 people were killed, including 6 children. 79 people, including 16 children, suffered injuries of varying severity.

In total, about 1700 residents lived in the high-rise building. About 230 apartments in the building were damaged, and 72 apartments were completely destroyed.

Quote from Kostin: "At present, fragments of the missile have been found, which preliminarily allow us to identify it as a hypersonic cruise missile of the X-22 type. Only one unit of the Russian Aerospace Forces has this missile, the 52nd Long-Range Bomber Aviation Regiment."

Details: The Prosecutor General noted that during the full-scale Russian invasion of Ukraine, the leadership of this unit has not changed, which gives reason to believe that it was them who gave the order to hit the targets with the Kh-22 missile. 

"We are preparing a notice of suspicion for the head of this unit of the 52nd Regiment," said Andriy Kostin. 

According to the Prosecutor General's Office, about 100 people died as a result of the use of this type of missile in different parts of Ukraine. 

Kyrylo Tymoshenko said that several options are being worked out to provide the victims in Dnipro with new housing. One of them envisages the allocation of financial assistance for the purchase of an apartment or the provision of housing.

"Today, together with the regional and city authorities, we are considering the option to allocate funds from the state budget for the purchase of apartments, or allocate housing," said the Deputy Chairman of the President’s Office.

Currently, places in dormitories have been provided for people who have lost their homes. Volunteers actively help to rent housing for the victims.  

Kyrylo Tymoshenko also said that a point of invincibility [a heating point with hot beverages and Internet access – ed.] was deployed near the tragedy site. People can get hot food, warm clothes and necessary consultations there. Psychologists are working with the victims. 

The families of the victims will also receive financial assistance from the regional and city authorities. The decision on the allocation of funds is to be adopted by local councils at the nearest sessions, said Kyrylo Tymoshenko.

Volodymyr Zelenskyy instructed officials to simplify and accelerate the provision of assistance to the victims as much as possible so that people do not think about any legal formalities and bureaucratic procedures, but start returning to life after this tragedy as soon as possible.
