Background:
- In late May, a Russian Shahed (Geran-2) loitering munition crashed into the upper floor of a residential block in the border city of Galați and seriously damaged an apartment, marking the first such incident since the start of the full-scale war.
- Bucharest subsequently closed the Russian consulate general and declared the Russian consul general persona non grata. Russia responded by first summoning Romania's ambassador, then closing Romania's consulate general in St Petersburg and declaring its consul general persona non grata.
- At the beginning of June, a Ukrainian naval drone that went off course due to jamming by Russian electronic warfare systems exploded in the Romanian port of Constanța.
