Background:
- On 26 April, the Russian occupiers organised a "meeting" at gunpoint in the occupied premises of Kherson City Council and appointed collaborators Volodymyr Saldo and Kyrylo Stremousov as "people's" leaders.
- On 30 April, Saldo said that a referendum would not be held on the separation of the occupied Kherson Region from Ukraine, but promised to pay pensions in roubles.
- Residents are fleeing the occupied cities of Kherson Region to neighbouring areas.
- The invaders are forcing teachers to undergo training in the Russian school curriculum in occupied Crimea during the summer. From autumn onwards they will have to start teaching their students according to the curriculum taught to Russian students - no Ukrainian language, and studying the history of the occupying state without mentioning Ukraine's existence.
