Russian "conscripts" refuse to "serve" in combat conditions – Head of Luhansk Oblast Military Administration

The Head of Luhansk Oblast Military Administration, Serhii Haidai, has reported that Russian conscripts are refusing to take part in the war on Ukrainian territory. At the same time, the occupiers are not paying pensions and compensation to local people for damaged houses.

Quote: "Russian conscripts are refusing to take part in the war on Ukrainian territory when they learn about their losses. Injured occupiers are not getting paid now. Indeed, this is caused by a rapid counterattack of Ukrainian defenders in Kharkiv Oblast. 

Russian military command paused sending new, already formed units to Ukraine. 

The current situation and mistrust of their high command made a lot of conscripts to categorically refuse to serve in combat conditions.

Information about their real losses, general treatment of their own injured soldiers who are not getting paid while recovering also affects this situation."

Details: Haidai reiterated that there were long queues of cars in the direction of Luhansk and the border with the Russian Federation due to the Ukrainian counterattack. 

"The queues are long at petrol stations in Luhansk Oblast as well - that is, where there is still some petrol and fuel. Those who have decided to stay are buying everything that is left in the shops," he added. 

Haidai said that the occupiers are also bad at keeping promises. 

Quote: "Local people have been waiting for pensions for a few months. Other payments have not started yet, too. Only 2,400 applications for compensation for lost houses which were destroyed due to combat action and for loss of basic necessities  were submitted within the territory of the so-called "Luhansk People’s Republic" ("LPR").

Russian has destroyed the majority of houses in Rubizhne, Popasna, Sievierodonetsk towns, and Hirske hromada [an administrative unit designating a town, village or several villages and their adjacent territories - ed.]. There are significant damages in the towns of Lysychansk and Kreminna as well, but only 2,400 applications. They found reasons to decline others’ applications."
