Russia’s Federation Council may consider “accession” of occupied Ukrainian territories to Russia on 4 October

Valentina Matviyenko, the Chair of Russia’s Federation Council [the upper house of the Federal Assembly, Russia’s parliament - ed.], has stated that the Federation Council may consider the matter of the accession of occupied Ukrainian territories to Russia on 4 October if the results of the sham referendums are "positive".

Quote from Matviyenko: "We respect the will of the residents of the ‘DPR’ and ‘LPR’ [the self-proclaimed Donetsk and Luhansk People’s Republics] and the Zaporizhzhia and Kherson oblasts, and if this is what they want on their side - to join Russia - then we will certainly support that."

Details: At the same time, Matviyenko pointed out that there was no need to hold an extraordinary meeting.

She also stated that the last day of the sham referendums in the occupied territories would be 27 September, so the results could be finalised on 28 September or "within the next few days".

According to Matviyenko, the next regular meeting of the Federation Council will be held on 4 October.

"I think we will be ready to consider them [laws on the accession of new subjects to the Russian Federation - ed.] on 4 October if everything is confirmed," she said.

Background: 

  • Russian propagandist media previously reported, quoting sources, that Russia may announce the "accession" of the occupied areas of Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts on 30 September.
  • It has been reported that draft laws on the "accession" of the occupied territories to the Russian Federation may be submitted to the State Duma [the lower house of Russia’s parliament - ed.] on the evening of 28 September and considered at an extraordinary session on 29 September. 
  • Russian media has noted that the Federation Council may consider an agreement and a law on the so-called accession of new subjects to the Russian Federation on 29 September.
  • It has also been reported that President Vladimir Putin may deliver an address to the Federal Assembly on 30 September. 
  • On 27 September, the occupiers published the first results of the "referendums" from polling stations in Russia: they show that 98% apparently voted in favour of accession.
