Russian Ombutswoman suddenly states she didn't talk about prisoners' exchange with Ukrainian counterpart

Tatyana Moskalkova, Commissioner for Human Rights of the Russian Federation, has stated that she did not discuss the exchange of prisoners of war with Dmytro Lubinets, her Ukrainian counterpart, and that these issues are the competence of the Russian Defence Ministry.

Quote from Moskalkova: "I am surprised by the publications about the possible prisoners’ exchange between Russia and Ukraine, which spread in the mass and social media and in which 800 people appear from the Kyiv side, and 200 from the Russian side.

In my negotiations with Ukraine’s Ombudsman Dmytro Lubinets in Ankara, exchanges were never discussed, and I always emphasise that these issues are within the competence of the Ministry of Defence of Russia."

Details: She noted that she considers such an "unequal exchange" to be unfair.

Moskalkova also added that the issue of repatriation of wounded servicemen "has a completely different legal nature and other approaches laid down by the 1949 Geneva Convention on the Treatment of Prisoners of War".

Background:
After the meeting between Lubinets and Moskalkova in Ankara, Turkish ombudsman Şeref Malkoç said that Ukraine and Russia are working on a major exchange in which a total of 1,000 people can be involved.

According to the Turkish Commissioner for Human Rights, at the meeting he had attended, the Ukrainian Ombudsman handed over a list of 800 people to the Russian side, and Moskalkova handed over a list of 200 people to her Ukrainian counterpart. Malkoç specified that it was a list of wounded and captured individuals. He added that the parties discussed other issues at the meeting, in particular, concerning children and women.
