Medvedev calls on Russians not to panic over Kherson: he hopes to capture it again
Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation, has announced to Russians that they need not panic over the retreat of the Russian army from Kherson, and assured them that all of the annexed territories would eventually be Russian.

Quote: "The concept of territorial sovereignty has not disappeared in our country. Everything will return back home, to the Russian Federation.
Alarmism (anxiety - ed.) of all caring people is quite understandable, but hysterics and panicking are not".
Details: Medvedev has called on his compatriots not to offer "the enemy reasons for jubilation near and far" and [instead] to frequently remind everyone about the "greatness and limitlessness of the Russian world".
Previously: On 11 November, the Ministry of Defence of Russia claimed that all occupying forces have left Kherson and transferred to the left bank of the Dnipro River without suffering any losses.
Dmitry Peskov, the press secretary of the President of Russia, claimed that despite the military’s decision, Kherson Oblast "remains a part of Russia, and there can be no changes to that."
Meanwhile, residents are joyfully welcoming the Ukrainian forces in the liberated villages in Kherson Oblast and are waiting for them in the city of Kherson.
Background:
- At the end of September, the Russian occupiers conducted fictitious and legally void "referendums" in the occupied territories of mainland Ukraine regarding their alleged intent to become part of the Russian Federation.
- On 30 September, the President of the Russian Federation, Vladimir Putin, signed the "agreement on the accession to Russia" of the occupied Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts and on 5 October he signed "the laws on acceptance" of these territories into the Russian Federation.
- Since the end of October, under the advance of the Ukrainian Armed Forces, the Russian invaders have moved their occupation administration from Kherson to the left bank of the Dnipro River in the oblast, and also resorted to deportating local residents.
- On 9 November Sergey Surovikin, the Commander-in-Chief of the Russian occupying forces in Ukraine, announced the transfer of Russian troops from the city of Kherson to the left bank of the Dnipro river, however, Ukrainian authorities are sure that a significant grouping of Russian troops remains in Kherson, are that there are no signs that Russia will retreat without a fight.
- On 10 November, reports said that Russian occupation forces mined anything they could while retreating from Kherson; they also blew up critical infrastructure facilities; including boiler rooms, communication towers and the Antonivka Road Bridge.
